Biography
Mr. Hamed Yaqoob Sheikh is the Federal Secretary, Ministry of Energy (Petroleum Division). He is a career civil servant from the Pakistan Administrative Service (PAS), 1992 batch (20th CTP), with more than 33 years of experience across public sector and external organizations.
He has served in Sindh, Khyber Pakhtunkhwa, Punjab and the Federal Government in various positions, with extensive experience in governance, public policy and public finance.
His key assignments in federal and provincial hierarchy include Federal Finance Secretary, Secretary National Health Services, Secretary Housing, Secretary Planning, Chairman Planning & Development Punjab, Finance Secretary Punjab, Commissioner Bahawalpur, Secretary Livestock & Dairy Development Department Punjab, and Chief Economist at Planning & Development Department, Punjab.
Mr. Hamed has led major provincial and federal reform programmes and technical teams for international development partners. He served as Team Leader for FCDO-funded Revenue Mobilization Investment & Trade (REMIT) from 2023 to 2025, supported government on IMF-related commitments, led work on new Electric Vehicle Policy and Industrial Policy, and steered reforms under Punjab's Sub National Governance Programme (SNG) focused on local governance and improved budgeting.
